Toby is a committed and accomplished public sector leader, with qualifications in the area of law, arts and corporate governance.

Toby is currently a Deputy Secretary at the Victorian Department of Justice & Community Safety and was previously General Counsel and Deputy Secretary at the Victorian Department of Premier & Cabinet. Other senior public sector roles have been at the County Court of Victoria, the Victorian Managed Insurance Authority and the Emergency Services Telecommunications Authority (now Triple Zero Victoria). Toby has also worked in private legal practice and the media.
